The NIC will furnish the list of remaining / pending loan accounts for providing coverage under the scheme that could not be finalized for want of critical information. AP DWAKRA Runa Mafi/AP DWCRA Runa Mafi scheme will soon be implemented in the state of Andhra Pradesh. AP State Govt is going to start DWCRA Loan Waiver for woman self help groups with in few days from now. Rs1,00,000 runa mafi will be implemented for all DWAKRA self help groups in Andhra Pradesh. AP State Govt is going to release two thousand rupees for this runa mafi scheme. Govt will soon release G.O regarding DWCRA self help groups loan waiver scheme.

AP State govt has recently implemented AP Runa Mafi scheme for farmers for agricultural loans. Now as promised in the elections manifesto the TDP govt is going to waive all self help groups loans upto Rs1 Lakh. CM Chandra Babu Naidu is very keen on this matter.

What is DWCRA?

The scheme - DWCRA (Development of Woman and Children in Rural Areas) was aimed to improve the socio-economic status of the poor women in the rural areas through creation of groups of women for income-generating activities on a self-sustaining basis. The main strategy adopted under the programme was to facilitate access for poor women to employment, skill upgradation, training credit and other support services so that the DWCRA women as a group could take up income-generating activities for supplementing their income

• It was started in the year 1982-83, on a pilot basis, in 50 districts in India and has now been extended to all the districts of the country.
• DWCRA is directed at improving the living conditions of women and, thereby, of children through the provision of opportunities for self-employment and access to basic social services
• Since the inception of the scheme till 1996-97, 1,87,918 DWCRA groups were formed at an expenditure of Rs.248.95 crore, covering 30,39,383 rural women in India.
• In Andhra Pradesh, several successful DWCRA groups have been formed and this has led to the empowerment of women in decision-making on various social aspects that impinge on their daily life.
• Lack of institutional financial support, inadequate training, a non-professional approach and poor access to upgraded technological inputs have deprived DWCRA groups from diversifying into high value addition activities

So far 12,61,396 farmers have already checked their Crop Loan and gold loan status by log in to the above said official websites. Phase 2 Runa Mafi List will likely be published in the 3rd week of January 2015. For this the AP State Govt has started Rythu Sadhikara Samstha and transfer funds to this Rythu Sadhikara Samstha.

The list of farm families (Rythu Kutumbalu) cleared for debt redemption during the first phase has been computed based on the information provided by the Banks and validated after careful scrutiny using the IT application developed by NIC. The beneficiary details have been compiled for every Bank and every Branch. The list of those cleared for debt redemption in the Phase-I is being published online for the information of the public shortly and the list will be delivered to the Rythu Sadhikara Samstha, Banks and the other key stakeholders. Verification and clearance of the remaining accounts will be undertaken during the second Phase (Phase-2 Runa Mafi List).

About 2,13,000 farmers has already been checked their crop loan status in the above said website. But this website seems facing connectivity problems as huge number of visitors are browsing this site. It is expected that, this is why the AP Govt has started another parallel website http://164.100.132.115/loanstatus to avoid rush.

A total of 40,43,169 bank accounts are eligible for AP Runa Mafi Scheme. About 22,79,018 families will be benefited from this scheme. This has bought cheers among the farmers of Andhra Pradesh who have been patiently waiting for this to happen from a couple of months since the TDP has come into power in Andhra Pradesh. Accounts under Rs50,000 loan amount, will likely be cleared in one installment. How ever it is NOT yet confired. Government issued orders for redemption of agricultural crop loans and gold loans availed for agricultural purpose, together not exceeding Rs 1.50 lakh per family.

ORDER:

1.  In the reference read above, the Government issued orders detailing the process for transfer of funds from the Rythu Sadhikara Samstha to the farmers’ accounts as part of the agricultural debt redemption policy of the Government. However, after considering the representations received from the Banks, the Government hereby order for the following amendment to the orders issued in the reference read above. 2.  The last sentence in the para-11 on page-3of the order, i.e., “the Branch Manager shall appropriate the insurance claim, if any, received from the Agriculture Insurance Company of India Ltd (AIC), by notionally reducing the outstanding balances in the respective accounts as on 31 December 2013, before computing the amount of benefit” shall stand deleted from the captioned GO. Accordingly, the insurance claim, if any, received from the AIC need not be reduced from the outstanding balances in the respective accounts as on 31 December 2013,while computing the benefit amount. 3.  Some Banks have represented that since all branches are on core banking system (CBS), there would be no need to open an escrow account at every branch level, as all transactions can be processed through a single Nodal escrow account. The Government accepts this proposition and orders that the Banks on CBS may operate all transactions through a single Nodal escrow account as long as the other parameters are strictly adhered to. However, those Banks, especially the co-operative banks, that do not operate all branches through an integrated system would have to establish a separate escrow account in each branch

AP Runa Mafi 2nd List of farmers will be prepared and displayed by the end of 9th January 2015. It was expected that about 43,00,000 bank accounts eligible for AP Runa Mafi Scheme, but only 26,77,000 accounts have been waiver for the crop loan 1st list/first phase of Runa Mafi.

AP Runa Mafi Certificates/Runa Mafi Bonds have been issued to the eligible farmers. AP Chief Minister Mr.N.Chandra Babuu Naidu has issued these Runa Mafi Certificates to the eligible farmers in a meeting held on the 11th December 2014 in Chittoor district of AP.

AP Runa Mafi Grievance Cell

The farmer’s accounts that could not be processed /cleared during the 1st phase for want of details of documents such as Ration Card, Aadhaar etc; are being given another opportunity for verification/submission of the required details in the 2nd phase. National Information Center (NIC) will publish the list of such loan accounts in their portal. This list of will be made available to the bank-branches and placed in public domain for rectification and reprocessing w.e.f. 10.12.2014

Online grievance and Mandal Level Grievance Redressal Committee have been furnished for AP Crop Loan Waiver. In partial modification of these guidelines, the Government has now decided to keep in place a three-tier grievance redressal mechanism to deal with grievance effectively, details of which are as follows:

1.A Mandal-Level Committee where the Mandal Revenue Officer will be the Nodal Officer / convener. The concerned Branch Manager and Agriculture Officer of the Mandal will be the other members of the Committee.
2.Revenue Divisional Officer of the concerned Revenue Division will be the appellate authority for the grievances which could not be resolved by the Mandal Revenue Officer –Committee mentioned above.
3.The final level is the District Level Grievance Redressal Committee.

The grievances/complaints can be filed On-line. The aggrieved person can approach the branch from where he/ she availed his/her loan or MRO Office or MEE SEVA Centre or any other agency which can provide internet facility, to file on-line representation in the NIC portal.

AP Runa Mafi 2nd List/AP Runa Mafi 2nd Phase List forwarded by NIC will contain remarks/reasons for the pendency of the relief in each case, based on which the farmer can file his/her online grievance, if any.

7.  Farmers can submit their grievances On-line, giving reasons for reconsideration of their claim for relief and the same will be available on line to the Branch Manager and the Mandal Revenue Officer. Subsequently, the farmer shall furnish the supporting documents to the MRO –Committee for considering the relief / redemption amount.

Farmers who have crop loan accounts can check whether their account is included in the 1st list of runa mafi. Farmers can check the Runa Mafi Lists online at the official website http://apscbsportal.ap.gov.in/loanstatus. Farmers can also check their names in the lists displayed by the banks on Monday the 8th December 2014.

Farmers’ Debt Redemption

Redemption of farmer’s debt has been one of the most important policy commitments of the Government to provide the much-needed private as well as public investment for productivity enhancement and value addition to the Agricultural sector. The Government’s objective is to provide the much-deserved and long awaited relief to the farm families who have been pauperized over the years by moneylenders, unregulated micro-finance institutions (MFIs), and grossly inadequate investment in agriculture over a decade. The Government’s Farmers’ Debt Redemption policy seeks to harmonise the expectations and requirements of the farmers, vibrancy of the banking system, and the development demands of the state. In order to provide an integrated institutional mechanism for delivery of all programmes, schemes and activities intended for farmer’s empowerment, encompassing welfare, development, capacity enhancement, credit flow, financial support and allied empowerment activities, the Government, after careful and thorough consideration of all possible options, ordered for the establishment of Rythu Sadhikara Samstha in the reference fourth read above.

The Rythu Sadhikara Samstha has been assigned responsibility for ‘channelling funds to the farmers equivalent to the agricultural debt eligible for redemption under the provisions of Government Orders’ issued from time to time. In addition, the Rythu Sadhikara Samstha would receive and channel funds, programs and development activities meant for farmers’ development. Accordingly, in the references sixth read above, the Government has released Rupees Five Thousand Crores (Rs 5,000 Crores) to the Rythu Sadhikara Samstha for the purpose of Farmers’ Debt Redemption

AP Runa Mafi List of Eligible Candidates will be published on the 6th December 2014. Runa Mafi Eligible candidates will get the money transfer into their bank accounts by the end of 15th December 2014. AP Govt has announced a schedule for the AP Rythu Runa Mafi Scheme. According to the schedule, list of eligible candidates will be sent to the banks by the end of 25th November 2014. Banks will scrutinize the list and make necessary changes if any between 25th November and 28th November 2014.

Banks will finalize the Runa Mafi Eligible candidates list by the end of 1st December 2014. Banks/govt will publish 1st list of eligible farmers on the 2nd December 2014. Govt will adjust runa mafi amount into the bank accounts of all the eligible farmers on the 3rd December 2014. Banks will transfer the AP Crop Loan Waiver amount into the bank accounts of the all the eligible farmers. So, as per schedule all the eligible farmers will get their 1st installment of crop loan waiver by the end of 5th December 2014. AP State Govt will transfer crop loan waiver amount into the bank accounts of farmers in 5 stages. Complaints about the money transfer will be accepted from 3rd December 2014 to 25th of December 2014. Farmers who are placed in the 2nd list will get the crop loan waiver amount into their bank accounts by 3rd January 2015. The following picture shows the schedule for AP Crop Waiver Scheme.

About 50,00,000 farmers will likely be benefited from this scheme. AP Runa Mafi List of Farmers will be announced on 17th November 2014.  AP Runa Mafi List of Farmers for Crop Loan Waiver Scheme will be published on 16.11.2014. AP Rythu Runa Mafi Lists will be available online at http://www.ap.gov.in. District wise, Mandal Wise, Village Wise Runa Mafi lists are expected to release by the concerned authorities. Farmers can check their names online to see whether their loan account is eligible for AP Crop Loan Waiver Scheme. All eligible account holders will get their crop loan waiver and credited money into their bank accounts after forty eight hours of publishing runa mafi farmers list online.

VJC (Village Janma Bhoomi Committee) is collecting missing Aadhar Numbers and Ration Card Numbers of the loanee if available and linking the Aadhar Numbers with bank accounts of the farmers who took crop loan or gold loan on agricultural purpose. To be eligible for AP Crop Loan Waiver, the account holder must met the eligible criteria prescribed by the AP State Govt.

About 50 Lakh accounts are likely to be eligible for runa mafi. Huge number of people (Farmers) will be benefited from this scheme. Telugu Desam Party (TDP) has promised in their election manifesto about the Crop Loan Waiver Scheme and implementing the same with in 6 months of time they reach to the power in Andhra Pradesh. Regarding this the AP state government has already released a G.O Ms.No.174 which contains guidelines about the AP Runa Mafi scheme.

AP Runa Mafi Scheme

AP Runa Mafi List of Farmers/List of Beneficiaries for AP Crop Loan Waiver will be published on the 17th of November 2014. AP Runa Mafi Scheme applies to crop loans (including gold loans sanctioned for raising crops) extended by Scheduled Commercial Banks, Regional Rural Banks and Cooperative banks through their branches/ Societies in the State of Andhra Pradesh. Loans granted to primary Agriculture Cooperative Credit Societies/FSCs which are accredited to lending institutions for advancing direct agriculture crop loans to agriculture family are also covered under the scheme.

AP Runa Mafi Cut Off Dates

The Crop loans & Agriculture Gold Loans disbursed for crop purposes only, including the loans converted to MTL due to calamities, upto 31.12.2013 and outstanding (including interest) as on 31/3/2014 are eligible for coverage under the scheme.
